Born in 1952 in the town of Nyandoma in Arhangelskaya region. After graduating from the State Moscow University (MGU) in 1978 he joined OAO “Mashinostoritelny Zavod”. In 1988 he was appointed Head of the workshop. In 2001 – appointed Director of Capital Development and Reconstruction.
