From 29.10.07 till 02.11.07 auditors of the German Certification Body TUV CERT checked the plant’s activities for compliance with the requirements of the international standards ISO 9001:2000 as well as ISO 14001:2004 and arrived at a conclusion that QMS and EMS which had been successfully running for 11 and 3 years respectively met the requirements of the international standards.
Today OAO Mashinostroitelny Zavod is one of the biggest enterprises in the Russian atomic complex. It supplies nuclear fuel for the most part of the NPPs in Europe (15 countries of Europe and Asia). The plant has achieved much success in the world’s market due to the high quality products. The quality activities of the plant have been granted the most prestigious Russian and International Diplomas and Certificates. In 1996 the plant was the first in the industry branch and the tenth enterprise in Russia to receive a certificate which gave evidence that the Product Quality Management System complied with the requirements of the international standards ISO of 9000 Series. The validity of the certificate is annually proved upon the results of the supervision audits carried out by TUV CERT. In 1997 OAO MSZ was the first in Russia to be granted the Quality Award of the Russian Government and in 2001 it became the only enterprise in Russia which held a Diploma of European Quality Management Fund.
OAO MSZ continuously devotes great attention to the environmental measures to decrease the environmental impact of the plant. The above activities resulted in the EMS implementation. In 2004 TUV CERT carried out a certification audit upon the results of which the OAO MSZ EMS was recognized to comply with the requirements of the international standard ISO 14001:1996. In 2005 for the first time the representatives of the German Certification Body TUV CERT carried out a comprehensive audit of the management systems: the re-certification examination of the QMS for compliance with the requirements of ISO 9001 and supervisory examination of the EMS for compliance with the requirements of ISO 14001. Taking into consideration the fact that the supervisory audit was carried out according to a new version of ISO 14001 it could be considered as a new certification audit.
The aim of the present comprehensive audit is to get evidence that the quality and environmental activities of the plant are positive and to give recommendations to the Certification Body to prolong the corresponding certificates granted to OAO MSZ. The findings of the audit 2007 gave just another evidence that the plant had a high reputation of being one of the leading nuclear fuel manufacturers in Russia. The system performance was recognized satisfactory. The certificate for the QMS will be valid for one more year and upon the results of the re-certification examination of the EMS a new certificate will be issued for the period of 3 years. The audit team leader Vladimir Kachalov gave the following comments to the audit: “ We have finished the 5-day-work covered the audit of two systems and can make a statement that there are no essential deviations from the standard’s requirements. And those small observations which have been found in the coarse of our work do not prejudice the effectiveness of the systems. I am confident that this is a well-deserved result of the work carried out by the whole plant’s team and we can again congratulate MSZ on the success in the QMS and EMS performance”.
